В современном JS должно быть достаточно чего-нибудь типа
npm install jquery --save
импортировать в своем JS как-нибудь так javascript - How to import jquery using ES6 syntax? - Stack Overflow

и потом вебпаком обработать.
Ну или если тут без этого, то не импортировать, а просто скопировать из node_modules jquery аналогично как
и подключать как обычно через <script>
